    The Global Challenges of the Knowledge Economy: China and the EU

    This paper addresses some of the challenges confronting the European Union and China as they build their knowledge economies, and their on-going and possible future actions to address such challenges. Fifty years after the creation of what became the European Union, we argue that there is an urgent need to develop a new European Lisbon Agenda, preparing the EU for globalization. A new and "outward-looking" Lisbon strategy would focus on three key areas: international trade in services, internationalization of research networking, and access to brains and talent. The paper shows that the success of the Chinese economy over the past three decades can be partially attributed to its ability to absorb globally advanced technology and huge flows of foreign investment, its large pool of knowledge and talent, and its enactment of a policy framework that provides incentives to domestic and foreign firms to innovate - a strategy very much reminiscent of Europe's own internal Lisbon agenda. To move further, China needs to overcome the obstacles of regional disparities, transform its industry and deepen industry-academy linkages, which are also unavoidable tasks for the sustainable development of Europe.     Cross-border Investment and Economic Integration: The Case of Guangdong Province and Hong Kong SAR

    In this paper, we undertake a comparative study of the performance of local and foreign competitors’ manufacturing firms in a FDI-recipient region—Guangdong Province, China—and analyzes the policy implications of the comparison for the advanced, FDI-outflow region—Hong Kong Special Administrative Region (HKSAR). By highlighting changes in productivity that vary with changes in manufacturing firm ownership, we reveal that domestic firms have been catching up with their foreign counterparts, including Hong Kong-based firms, though foreign firms have successfully strengthened their dominating position in Guangdong’s manufacturing industry.Total Factor Productivity, Manufacturing Sectors, Asia, China, Guangdong, Hong Kong

    Nanotechnology Publications and Patents: A Review of Social Science Studies and Search Strategies

    This paper provides a comprehensive review of more than 120 social science studies in nanoscience and technology, all of which analyze publication and patent data. We conduct a comparative analysis of bibliometric search strategies that these studies use to harvest publication and patent data related to nanoscience and technology. We implement these strategies on 2006 publication data and find that Mogoutov and Kahane (2007), with their evolutionary lexical query search strategy, extract the highest number of records from the Web of Science. The strategies of Glanzel et al. (2003), Noyons et al. (2003), Porter et al. (2008) and Mogoutov and Kahane (2007) produce very similar ranking tables of the top ten nanotechnology subject areas and the top ten most prolific countries and institutions.nanotechnology, research and development, productivity, publications, patents, bibliometric analysis, search strategy

    Studies of Uncertainties in Smart Grid: Wind Power Generation and Wide-Area Communication

    This research work investigates the uncertainties in Smart Grid, with special focus on the uncertain wind power generation in wind energy conversion systems (WECSs) and the uncertain wide-area communication in wide-area measurement systems (WAMSs). For the uncertain wind power generation in WECSs, a new wind speed modeling method and an improved WECS control method are proposed, respectively. The modeling method considers the spatial and temporal distributions of wind speed disturbances and deploys a box uncertain set in wind speed models, which is more realistic for practicing engineers. The control method takes maximum power point tracking, wind speed forecasting, and wind turbine dynamics into account, and achieves a balance between power output maximization and operating cost minimization to further improve the overall efficiency of wind power generation. Specifically, through the proposed modeling and control methods, the wind power control problem is developed as a min-max optimal problem and efficiently solved with semi-definite programming. For the uncertain communication delay and communication loss (i.e. data loss) in WAMSs, the corresponding solutions are presented. First, the real-world communication delay is measured and analyzed, and the bounded modeling method for the communication delay is proposed for widearea applications and further applied for system-area and substation-area protection applications, respectively. The proposed bounded modeling method is expected to be an important tool in the planning, design, and operation of time-critical wide-area applications. Second, the real synchronization signal loss and synchrophasor data loss events are measured and analyzed. For the synchronization signal loss, the potential reasons and solutions are explored. For the synchrophasor data loss, a set of estimation methods are presented, including substitution, interpolation, and forecasting. The estimation methods aim to improve the accuracy and availability of WAMSs, and mitigate the effect of communication failure and data loss on wide-area applications

    Spectral collocation method for compact integral operators

    We propose and analyze a spectral collocation method for integral equations with compact kernels, e.g. piecewise smooth kernels and weakly singular kernels of the form 1tsμ,  03˘cμ3˘c1.\frac{1}{|t-s|^\mu}, \; 0\u3c\mu\u3c1. We prove that 1) for integral equations, the convergence rate depends on the smoothness of true solutions y(t)y(t). If y(t)y(t) satisfies condition (R): y(k)L[0,T]ck!Rk\|y^{(k)}\|_{L^\infty[0,T]}\leq ck!R^{-k}}, we obtain a geometric rate of convergence; if y(t)y(t) satisfies condition (M): y(k)L[0,T]cMk\|y^{(k)}\|_{L^{\infty}[0,T]}\leq cM^k , we obtain supergeometric rate of convergence for both Volterra equations and Fredholm equations and related integro differential equations; 2) for eigenvalue problems, the convergence rate depends on the smoothness of eigenfunctions. The same convergence rate for the largest modulus eigenvalue approximation can be obtained. Moreover, the convergence rate doubles for positive compact operators. Our numerical experiments confirm our theoretical results
